Quality assurance of a new steering model for Östersund Municipality: A question of sustainability and long‑term planning
Governance models provide direction and set conditions for the delivery of goods and services to citizens. This project aims to validate the quality of a new process-oriented steering model in Östersund Municipality.
The Steering and governance model for the Östersund Municipality is grounded in the process structure of the Municipality and contains elements from the classical goal and results-oriented steering models, trust-based steering, and traditional process-leading.
A recent evaluation of the goal-oriented steering model in 2022 indicated the need to further clarify the model and its application throughout all levels of the municipality. In 2023, a quality assurance process was initiated to examine the steering model from a holistic perspective and to determine its sustainability over time for which this project is designed.
The project aims to:
- Identify strengths and areas of improvement in the existing steering model
- Create greater clarity and understanding of the steering model and its application at all levels of the Municipality
- Contribute with knowledge and understanding for transferring the steering model to other municipalities and regions in Sweden
This is a project in collaboration with Östersund municipality in accordance with the collaboration agreement.
