Large sustainable establishments
The project aims to map prerequisites for municipalities regarding larger establishments. What consequences does it have for municipalities when establishments come to the town? What lessons can be learned from other municipalities that have already received larger establishments?
A larger establishment requires long-term planning and cooperation between many different actors in order to succeed. It is important to form a framework and structure for the work with the establishment. Many actors, at many different levels, are needed to facilitate the establishment. The establishments create opportunities in the form of growth and job creation, but also involve real challenges and potential threats that need to be dealt with. There are different perspectives from different stakeholders on how a larger establishment affects the society where the establishment is located. An example is the impact on jobs from both a positive and negative perspective. For existing employers, not least those in the public sector, the establishments risk draining the market of skills and making future recruitment more difficult. In order for the establishment to be successful, both a gathering of forces and cooperation between many different actors in the region are required. In Torsboda, a larger establishment is planned, which affects not only Timrå municipality, but also surrounding municipalities such as Härnösand and Sundsvall municipalities. The starting point for the project is therefore to carry out a survey of 3-5 cases, where a larger establishment has taken place, in order to gain increased knowledge of what is happening on site.
