Developing a model for evaluating efficiency in municipality owned companies
The project is aimed to investigating how efficiency is perceived and described in a public organization based on the needs of various stakeholders in a context where performance measurements often have become a driving force in themselves.
Within public organisations multiple stakeholder objectives need to be considered. Simultaneously, the requirements to demonstrate effectiveness and efficiency has led to increased use of performance measurements. The different stakeholder objectives can tribute to conflict in term of goals and how organisations consider stakeholder needs.
